.Tifaout Association For Develompent And Cooperation
The First section: Establishing, name, duration, objectives, location and duration
:The First Article
In accordance with Moroccan law (DAHIR SHERIFF) number 1.58376 recorded on November 15
for the rules of establishing associations and according to what was changed in the law n° 75-00 issued
for the execution of (DAHIR SHERIF ) n° 1.01.206 on 23 July 2007 , an association with objectives for
development has been set up in TIMICHA .
:The Second Article : Name
--The association is called-- Tifaout Association For Develompent And Cooperation
:The Third Article : Duration
The duration of the association is not limited; it can be stopped at any time depending on the resolution of the general assembly suggested by the front office
:The Fourth Article : The objectives of the association
The association aims at reawakening and developing the circle at different fields -social, economic, cultural, educational and sports-. This is going to be done through
¸ The affiliation of all inhabitants, men and women, and the cooperation to create a serious and responsable social ambience and expand the spirit of initiative attempting to generalise the associative awareness among them
¸ Improving the living standards of all inhabitants and their income by creating some industrial worshops for local productivity then help with the marketing process at national and international
¸ Improving the rural women status by creating women activities such as cottage industry, textile, carpets, ranching, combatting illiteracy
¸ Ameliorating the status of children in the region by organising social and educational extra curricular activities in addition to sensitising them to avoid dropping out of school and help rise the rate of girls attending school
¸ Preserving the cultural heritage of the region and identify its diversity creating activities for health, formal , and informal education
¸ Improving the status of youths by creating job opportunities in collaboration with local authorities and organising sport, culural, and artistic activities
¸ Adopting non governmental projects for the local inhabitants in collaboration with private and public sectors and develop partnership with entrepreneurs in order to encourage setting up new entreprises and self employment
¸ Contributing to the environment preservation
¸ Cooperating and collaborating with the national and international organizations that aim at fulfilling the same objectives of the association and those of the National Initiative for Human Development. The association does not do any politic, religious or disrespectful activities.
:The Fifth Article : Location
The location of the association is in Timicha Ait Zaghar, Iminoulaune community, Imeghran commandery, Ouarzazate territory. The association can have more branches everywhere but cannot change its main location out of the geographical limits of Timicha
The Second Section: Members of the association and membership conditions
:The Sixth Article
The association consists of members ‘’founders’’, honored members, committees and others – men and women- joined the association. A member of the association must pay to the association an annual membership fee of 20 DH or more according to what has been agreed on for membership conditions.
The Seventh Article Ceasing membership
The membership of a person ceases if s/he does not continuously pay the annual amount, resigns presenting a written resignation to the office, dismissed by the majority of the office members –the third (3/2) – or death. S/he does not have the right to retrieve any amount of what they have paid before to become an associate member
The Third Section: Board of Directors
:The Eighth Article
The association is run by nine members elected by the general assembly and they work for free. The office is updated once every three years by elections, when it is necessary, or when the number of the office members is less than 9. They arrange six meetings a year or whenever it is necessary called by the president, vice president, or the majority of the members. The meeting is taken into full consideration at all the stated cases whatever is the number of the attendees. The meeting is chaired by one of the members. When a position is needed, an alternative member is elected temporarily waiting for the next general meeting. The office members shall include the president and vice president, the treasurer and his/her delegate, the secretary and his / her delegate, and three advisors.
The office is to set the association agenda in accordance with its objectives. They study any programmes suggested by the executive office and take the lead. They make any necessary decisions to run the association. They are also responsible for raising money
The Ninth Article : The executive office
The general meeting and the office meetings are chaired by the president or vice president. s/he and the treasurer or his/ her delegate sign any documents related to the activities and the management of the association. The president is the representative of the association in front of all private and public administrations, organizations, commissions and judicial system ; whereas the treasurer or his/ her delegate is responsible for leading and dealing with any financial matters. They both ( the president and treasurer with their delegates) sign cheques and any money values to be paid or withdrawn submitting a report to the secretary or his/ her delegate who are responsible for administrating the association and keep custody of its documents. S/he and the president sign reports and documents before submitting
The Tenth Article : The general meeting
The general meeting is attended by all members that are part of the association. The president calls them for a meeting 15 days before its date. The general meeting is held once every three years or whenever it is necessary or recommended by the thirds (2/3 ) of the associate members or the office members. The meeting is not taken into consideration if the associate members are less than half. But as for the office members, it is taken into full account no matter how many they are unless it is held in less than 15 days before the time it is called for. The decision making is carried out by voting. The majority‘s decision is stimulated and considered as the last resolution. In case of equal votes, the president’s decision is certified then the office members submit a financial and administrative report to the general meeting for negotiation and voting. The latter is also going to deliberate the agenda set by
The office or the thirds (2/3 ) of the associate members could set a general meeting that would be taken into consideration no matter how many of the office members attended the meeting
The fourth Section: Resolution of disputes and dissolution of the association
:The eleventh Article
Any disputes between the association and other organizations or individuals should be dealt with peacefully satisfying the both parties. If they are unable to resolve the dispute between themselves, they resort to judicial system
:The Twelfth Article
If the association is dissolved or wound up for a particular reason, the general meeting assigns a delegate to satisfy all its debts and liabilities. The rest shall be given or transferred to another association having objects similar to the objects of this association
The Fifth Section : Source of funds
:The Thirteenth Article
The association gets its resources from the annual membership fees, donations, charities, help from other organizations and individuals, its product incomes, and the incomes of the association assets. All this money must be credited into a bank account in the name of the association under the supervision of the president and the treasurer
